6.4.1 What is a baseline?

A baseline is a reference measurement of the situation before an intervention, or at a defined starting point. It is the condition against which later results may be compared. Example: reporting completeness measured before a new reporting support system. Document the method and the period.

6.4.2 What is a target?

A target is the intended level of performance by a specified time. If the baseline is 60%, the target is 90%, and the result is 80%, the result improved by 20 percentage points and still sits 10 percentage points below the target. A programme can improve on its starting point and still miss the target.

6.4.3 Understanding actual performance

IndicatorBaselineTargetActual result
Reporting completeness60%90%80%
Health education sessions52016
Trained health workers103025

The programme reached 80% completeness against a target of 90%, completed 16 of 20 sessions, and trained 25 of 30 planned participants.

6.4.4 Calculating target achievement

For a count where a higher value is desired, target achievement is actual result divided by target, times 100. Sessions: 16 ÷ 20 × 100 = 80%. Trained workers: 25 ÷ 30 × 100, about 83.3%.

6.4.5 Calculate the percentage-point change

If completeness rises from 60% to 80%, the change is 20 percentage points. The relative increase is (80 − 60) ÷ 60 × 100, about 33.3%. Say which measure you mean.

6.4.6 Interpreting results responsibly

If a programme achieves only 70% of planned activities, do not immediately blame the staff. Ask whether funding arrived on time, whether staffing was adequate, whether external conditions delayed the work, whether the target was realistic, whether the data is complete, and whether quality was maintained. Measurement should support improvement, not only punishment.

Suggested answer

  1. A programme planned to train 40 health workers and trained 32. What is target achievement, and what comes next?

Baselines show the start. Targets show the intention. Actual results show what was achieved. Use all three.
